"Hiện nay đang có rất nhiều nguồn và tài liệu đào tạo (như VTOS) có sẵn trực tuyến. Các tài liệu này cần phải được xem xét, tập trung lại và có thể truy cập thông qua một nguồn trực tuyến, dễ dàng tải xuống để cung cấp các công cụ đào tạo cho các doanh nghiệp nhỏ khi cần thiết."
